Yes, that's annoying.  And `C-c C-a' in the commit buffer doesn't always
find the entries from those deeply nested ChangeLog files.

If we had just one ChangeLog, I don't think I'd mind the ChangeLogs very
much.  But I think if we keep the ChangeLog, we really should distribute
git-merge-changelog in the Emacs git tree -- otherwise contributing to
Emacs becomes much harder than it has to be.

Count me in the "I'm fine with keeping the ChangeLog and I'm fine with
dumping 'em" camp.
