http://lists.gnu.org/archive/html/emacs-diffs/2014-11/msg00116.html may help, but you may want to investigate why you apparently don't have a working 'mkdir -p' on your system, and also check your build-aux/install-sh version (see doc of AC_PROG_MKDIR_P).
