Entering directory lisp too many times

Why does "make" enter the lisp/ directory 4 times at the end of the
build?
make[2]: Entering directory `/d/gnu/bzr/emacs/trunk/lisp'
make[2]: Nothing to be done for `compile-targets'.
make[2]: Leaving directory `/d/gnu/bzr/emacs/trunk/lisp'
make[2]: Entering directory `/d/gnu/bzr/emacs/trunk/lisp'
make[2]: Nothing to be done for `compile-targets'.
make[2]: Leaving directory `/d/gnu/bzr/emacs/trunk/lisp'
make[2]: Entering directory `/d/gnu/bzr/emacs/trunk/lisp'
make[2]: Nothing to be done for `compile-targets'.

(It used to be 2 until very recently, which is also 1 too many.)
