Well, if MAKEINFO is `no', the old rules would fail similarly since no
binary is available at all and `makeinfo' gets called explicitly.  And
for `off', the rules are never executed since the top-level target is
different.

However, we could indeed do some cosmetics to use, say, `:' as the
expansion of @MAKEINFO@ for those two cases but I wonder whether this
is really needed.
