An old one from UnxUtils.

Don't know, but I wouldn't be surprised.

No.

Removing these lines and "tags: TAGS" in lib-src/makefile, it finishes
and generates the following files:

  lib-src\TAGS
  nt\TAGS
  src\TAGS
  src\TAGS-LISP
