I think the problem is that the default font for Japanese chosen by
Emacs is not Japanese font.
Because even if I type `C-u C-x =' on "ゲ" on my Windows 7 box with
emacs -Q, Emacs says,

BatangChe is the font designed for Korean.
"MS Gothic" is the suitable default font for Japanese Windows, IMO.
