    Pretty much, yes.  Actually, maybe a better option is for a tabbar to be
    *part* of a toolbar.

Logically that would be equivalent, but in GUI terms it would be
disappointing.  The visual appearance of tabs is very different from
the visual appearance of tool bar items.
