Maybe that would help avoid the problem for this case. I'm not sure it 
gets to the bottom of the problem though, which seems to be the timing 
of when hooks and .dir-locals.el (and maybe file local variables) are 
applied, and when the checking of the value of c-cleanup-list against 
set-from-style is done.

The problem seems to be setting c-file-style from those places and 
c-cleanup-list from a hook.
