Seems fine. This passes the test configure applies:
echo 'makeinfo (GNU texinfo) 4.12' | \
egrep 'texinfo[^0-9]*([1-4][0-9]+|[5-9]|4\.[6-9]|4\.[1-5][0-9]+)'
(where configure has already set 'egrep' to whatever is appropriate.)

Does
echo $MAKEINFO
return anything? If so, try
unset MAKEINFO
Otherwise, examine configure output and config.log for more details
related to makeinfo. Eg, what does it say at:
checking for makeinfo... ???
