Start Emacs with -q and eval the following lines:
(ido-mode t)
(ido-everywhere t)
(setq ffap-require-prefix t)
(ffap-bindings)
Tested in GNU Emacs 23.0.60.1 (i386-mingw-nt5.1.2600) of 2008-12-14.
