Even if term/*-win.el are preloaded, Emacs (on Windows) doesn't get
"married" with a specific imagelib DLL until it is first needed.
Modifying the PNG entry for `image-library-alist' in .emacs works, for
example.

So the issue is that "(image-type-available-p 'xpm)" is being called
now sooner that it was before.
