That's the same problem.  You will see that you have the same failure
to byte-compile unidata-gen.el earlier in the bootstrap, but that
error was ignored, and the bootstrap proceeds.  However, as the result
of that failure, charprop.el is not generated, and the bootstrap fails
when it needs to create DOC.
