Emacs 22 unusable, args out of range at startup.

Hi.

When starting Emacs 22 I get

Args out of range: 0, 0

After that display is messed up and almost nothing works (C-x C-c does however).

It does not matter what X toolkit I use or if I start with -nw.

This change caused it to start happen.

        * xdisp.c (handle_stop): Move some code out of loop.
