Font-lock was turned off by default in versions 21.1 to 21.4 since its
performance impact was not well-behaved enough.  Quite a bit of fixes
went into font-lock in order to make it a defensible choice to enable
it by default.

People were _expecting_ downsides from font-locking, and we told them
so, and they had to enable it manually.

The situation is different for Emacs 22.
