The naming scheme does not matter to me very much. What I tried to argue about was that when we define a new global minor mode with define-minor-mode it should define functions for us for toggling both locally and globally. The easiest way to do this would be to add a call to define-global-minor-mode for each call to define-minor-mode. The arguments are not the same. But I am not convinced every mode needs a global variant.
