I don't think it's a good idea to mark angle quotation marks
as parenthesis syntax. Neither LEFT DOUBLE QUOTATION MARK nor
RIGHT DOUBLE QUOTATION MARK are.
Maybe they should be. Wouldn't it be convenient?
(They would have the same
problem: German uses DOUBLE LOW-9 QUOTATION MARK as the left
quotation mark, and LEFT DOUBLE QUOTATION MARK as the right
one.)
We can solve this problem, for whichever characters, by creating
a mode that selects one behavior or the other.
