With emacs -Q, CVS from 2006-04-09 (slightly patched) I get:

1) The indicator on the mode line says "\" (was ":" before) when creating a .txt file.
2) The created file as DOS style line endings.
3) When restarting emacs -Q and opening the file again the mode line now still says "\".
