Headline capitalization in customize menu items

Whatever the menu items turn out to be, they should use headline
capitalization like the rest of the menu items.

Headline capitalization means that all words are capitalized except
for articles (a, an, the) and conjunctions (and, or, but). Stressed
prepositions or prepositions with four or more letters are often
capitalized too. Sometimes forms of to be (is) are not capitalized.
The first and last word are always capitalized.
