Unfortunately it seems that if you try to use define-fringe-bitmap
_without_ doing the above require, it will never work after that, even
Perhaps we should rename the function define-fringe-bitmap to
define-fringe-bitmap-internal, and define a trivial new
autoloaded define-fringe-bitmap in fringe.el. That way,
any attempt to call the function will load the necessary file.
