Hmm... OK.
Does anyone know where the %emacs_dir% expansion takes place in the current
code (if you look at my patch you'll note that in w32.c the current code
(which my patch removes) gives "%emacs_dir%/bin/cmdproxy.exe" as default for
SHELL) ?
