I don't know if fringe.c will compile and link when no X libraries and
no window-system code is present (Kim?).
I think it can't be too hard to make it compile. Most of the code is
concerned with constructing and accessing fringe bitmaps, and that doesn't
depend on having a real window system. If someone just tries compiling
it, you should see soon enough what parts to turn off.
