Per doesn't want to implement this. Is anyone else interested

I don't see any idea, but a recognition of a well known problem.
The problem is that custom-group property is not set for groups in not
yet loaded groups, but the custom-loads property is. But the
custom-loads is also set for other symbols.
The code choose to complete too much (with custom-loads) rather than
too little (with custom-group).
It can be solved by storing the custom-group property together with
other autoload files. Whether the cost outweight the benefit I don't
know.
customize-option and customize-face have similar problems.
