    Currently gdb-ui.el requires gud.el. If M-x gdb can be used with 
"-annotate=2"
    then gud.el will require gdb-ui.el.

I don't think that follows.  That would be just one way to implement
things, but as you point out, it would be an undesirable way.  So
implement it another way.
