Right now, ispell.el has the deutsch8 dictionary which uses Latin-1
encoding. It is not possible to use this to spell-check German text
which is in Latin-9. I therefore propose an addition to
ispell-dictionary-alist along the following lines:
(add-to-list 'ispell-dictionary-alist
'("deutsch8-15"
"[a-zA-Z\304\326\334\344\366\337\374]"
"[^a-zA-Z\304\326\334\344\366\337\374]"
"[']" t
("-C" "-d" "deutsch")
"~latin1" iso-8859-15))
(I'm not sure it's a good idea to put "~latin1" there...)
