Note that Windows never be POSIX2 compliant system.
Windows NT has POSIX subsystem that compliant to POSIX1,
never to POSIX2.  Furthermore, the POSIX subsystem is not
fully compatible with W32 environment.  Of course, Emacs
dose not use the subsystem.
