Richard, wasn't Make supposed to suggest "make bootstrap"
automatically? It sounds like that isn't working.
`all' depends on `maybe-bootstrap' which seems to do
the right thing.
Perhaps the message went unnoticed because it did not prevent
compilation from continuing normally. Is that what happened?
Can we make this target somehow cause Make to exit?
Is there a way to do that?
