I suppose they would except that shutdown and starting up probably
looses the information regarding the last newsgroup, article, or email
message it was visiting.
A mailer I use "Mew" keeps several lisp objects which are not
necessarily bound to a buffer. That includes address book
information, folder list information and current configuration.
Saving and restoring buffer alone can reproduce the appearance but not
the running mechanism behind it.
