unusual startup behavior using emacs 21.25

Hi.  When I start up this emacs it remains in the scratch buffer
until I hit a control key or even an arrow key then it loads the
desktop properly or maybe it has already loaded and just displays it
then, but any way to get it to have the old behavior?
