I think I just found the root cause of the problem.

For menu items, wv->help is set to Qnil if there is no help text. But
this was not done for the top-level menu bar. I have committed a fix
for this to the HEAD. The bug is not present in the RC_21_1 branch,
since wv->help is a pointer to a string, and the initial value of 0
is appropriate.
