Navigating menus with the arrow keys?

OK.  most modern GUI toolkits support navigating menus via the keyboard arrows
and access keys.

Why doesn't Emacs support this?

So for example it would be nice to have a key binding for popping up the first
menu (under Emacs 21 this would be "File") and then the ability to navigate with
the arrow keys.

IE

'right would move to the next menu

'left would move to the previous menu

'down would move down one menu item

'up would move up one menu item

(keyboard-escape-quit) would close the menu.

Any thoughts on this?  It seems to me that if the menus respond to mouse events
we could easily fix them to work with keyboard events.
