Now that we have cleverly removed showing both up and down mouse-button
events by default, please mention in the doc string of `describe-key'
this for a mouse click:
If you want to see help for both up- and down-button events for a
mouse-button click then you need to hold the button pressed down for a
bit, before releasing it. Otherwise you see only help for the up-button
event.
This behavior is not obvious, and it's not so easy to discover or even
to recognize if you stumble on it.
In GNU Emacs 26.3 (build 1, x86_64-w64-mingw32)

In Emacs 27, there's no need to hold the mouse button, so this bug is
already solved, and I'm closing this report.
