Details:
I am running duplicity like:
duplicity --encrypt-key XXXXXXXX --include /foo --exclude '**'
file:///my/backup/path/files --archive-dir /my/backup/path/sigs/
Since I specified an archive dir, I do not expect duplicity to need my secret
key during normal backup operation. However, as of 5.14 it is failing with the
following error:

GPG Failed, see log above
This issue appeared when I upgraded to 5.14, and disappeared when I
downgraded back to 5.11.
