Follow-up Comment #3, bug #25874 (project duplicity):

please toss this report in the trashbin: 
the debian version ships without your local gnupginterface as 
that's provided by the package python-gnupginterface - in a buggy
state.

so while it was indeed version 0.5.11 that gnupginterface bug caused the
problem. 
i'll have to think about how this is to be solved; providing modules twice in
separate packages isn't good but then it may 
currently be necessary to make duplicity work at all.
