The attached patch and files make duplicity translatable.

It adds a runtime dependency on the gettext python module, and a build-time
dependency on the python-distutils-extra package.

I've included a sample (exceedingly partial, mostly just --help) translation
into Ido (a not-very-popular constructed language).

Going forward, any user-visible string should be surrounded with the _()
function (which is an alias for the gettext.gettext() function).

Also be aware of the gettext.ngettext() function for use with plural forms. 
There are several examples of it in the patch.
