Follow-up Comment #8, sr #106471 (project duplicity):

I have been successfully writing backup sets to file:// and scp:// targets
for the past two weeks.  Setting the --time-separator appears to have solved
the problem for both targets.

While it's not necessarry, it might be useful to add a sanity check in the
code to prevent use of a colon in filenames on Windows systems, or to simply
require use of the --time-separator parameter on Windows systems.
