Follow-up Comment #6, bug #24027 (project duplicity):

There is not a problem with incremental backups.  I dug through the code and
then wrote a test case that did the following:

1) full backup of empty directory.
2) copy in enough data to make duplicity run a few seconds.
3) incremental backup of the same directory.
4) changed a file, t1, while backup was running.
5) changed a file, t2, after backup was complete,
6) incremental backup of the same directory.

The logs showed that the first incremental did not see t1 at all, and that
the second incremental backed up both t1 & t2.

I'm sure now we can put this discussion to rest.
