Details:

There is a bug in the manpage:

Duplicity  can  also access a repository via ftp.  If a user name is given,
the environment variable FTP_PASSWORD is read to determine the password:

       FTP_PASSWORD=mypassword; duplicity /local/dir ...



If used this way (with ';') it is not an environment variable.
You should recommend
  
  FTP_PASSWORD=mypassword duplicity ...

or

  export FTP_PASSWORD=mypassword
  duplicity ...
