Details:

NcFTPGet 3.2.0 will not overwrite a local file with a remote file that has an
older time stamp.

Duplicity calls mkstemp() to create an output file for ncftp and then
invokes: 

  ncftpget -f MyCredentials -F -t 30 -V -C MyServer MyManifest MyTempfile

NcFTPGet will return "Transfer Failed" (error 3) because the newly created
temporary file has a more recent mtime than the remote manifest file.

This glitch may not happen when duplicity calls an FTP server that reports
bogus timestamps.
