The sigtar size is dependent on the total size of the backup actually done.  You have the perfect case for a change to --max-blocksize.  It is currently set to be 2048, but can be increased on the command line.  Please read the man page via 'man duplicity' for more details.

the data backed up or on the difftar file? Would its size change if I
set a different size for difftar files? Or, If I change a different GPG
signature algorithm?
