[Dr-theobold-discuss] Uploaded (Unofficial) Debian Package 0.4-2

I uploaded (unofficial) Debian package dr-theobold_0.4-2_all.deb, built
on Debian Stretch (9.*). This package is architecture-independent.
Signed debian source files have also been uploaded for those who wish
to rebuild the package.

1. Navigate to:
http://download.savannah.nongnu.org/releases/dr-theobold
2. Download dr-theobold_0.4-2_all.deb
3. sudo dpkg -i dr-theobold_0.4-2_all.deb

Version dr-theobold_0.4-1 installed a broken "dr-theobold" start
script. I'm not quite sure how I missed this during testing. The 0.4-2
package fixes this error.
