[Pnet-developers] Scaling of images

Hi folks,
I've just committed some code for DotGNU.Images.BmpResizer.ShrinkBmp, which is 
used internally to scale images.

My code adds support for shrinking from/to 32bpp ARGB images. A quick test 
shows the other cases still work as expected but I don't have the time to 
test all cases. So if some icons/images of your applications suddenly are 
messed up, they are propably scaled and it's my fault ;-)

Also a minor optimization in DotGNU.Images.Frame.Scale was implemented: if the 
target size is the same as the source size then don't try to resize but 
simply clone the frame.
