find attached a program, if you want to test the
RegionData features, or compare against
Microsoft implementation.

There are 3 CAVEATS:
 I couldnt figure out the check sum ( bytes 4 to 7 ), therefor
it will be a constant value ( 255, 255, 255, 255).

Found a bug in Microsoft's implementation
of Region.Transform , so that the Y property
of rectangles after a Transform may be broken
( see RegionData code, line 225ff, for details ).

If you compare against Microsoft, small deviations
due to floating point numerics are possible.
