Summary:  "Response file" support for CPP on systems with limited command line 
length

Original Submission:  Adds support for @response files in CPP. This is 
necessary since the CSCC may construct its command line with the response files 
and invoke CPP, which would otherwise fail if it didn't recognise the @filename 
argument (response file). 

Please check Makefile.am, since this change requires linking with ILSupport.
