Summary:  Full name resolution while referencing already compiled types

Original Submission:  The bug is such that

bar.dll contains Foo.Bar type

which is not accessible for test.cs without a corresponding
"using Foo" even when used as "Foo.Bar b = null;"

Test case attached.
