Summary:  FileDialog: No files displayed in directories with files with russian 
names with LANG=C

Original Submission:  I use ru_RU.KOI8-R locale, and FileDialog works well
If i switch to LANG=C or LANG=en_US, i see no files at all in directories which 
have files with russian names.

rhysw reported he is OK with LANG=en_US, but have same problem with LANG=C.
