Summary:  pnetlib fails to build on systems without X11

Original Submission:  Since the inclusion of Xsharp pnetlib fails to build on 
systems without the X11 headers....

Configure should check for X11 headers and if they aren't found anything X11 
related shouldn't be built.
Currently compilation just fails with ld complaining "cannot find -lX11"
