Summary:  Type.GetType doesn't load new assemblies

Original Submission:  Example:

// a.exe

using System;

public class A
{
   public static void Main()
   {
       Type.GetType("B, B", true);
   }
}

// b.dll

public class B
{
}


A throws an exception.  Type.GetType should automatically load up b.dll if it 
isn't already loaded using the usual resolution rules.
