Fix committed - 5 March 2003.  The "+ACE-" is because
you haven't set the "allowOptionals" flag on UTF7Encoding.
MS does the same thing.

Summary:  Pnetlib: StreamReader looses control with UTF8 encoding

Original Submission:  I dunno why , but ReadLine on a UTF8 file seems to explode
into itty bitty peices ...

See attached test case ....

aaargh ! ...

And UTF7 calls me an +ACE all the time ?
