Currently, these methods do nothing. I need them working to fix a
synchronization bug in ha'comment.
Each takes two int arguments, one a start position, and the other a
count. What is the exact behavior needed from these methods? I could
probably fill in the bits in libILSupport, based on the glibc manual,
if I knew what was needed.
Does the lock at least have the strength of exclusive locks in GNU?
ha'comment need that strength or greater.

A successful [software] tool is one that was used to do something
undreamed of by its author.
