Yes, Base64 (otherwise known as MIME) can be used in Jabber. And we have 
considered using Base64 to solve the binary problem. But we ultimately 
decided not to, since Base64 is very "clunky", so we decided to make out 
own. Jeremie Miller, father of Jabber, created XATP [www.xatp.org], for 
embedding binary data in XML. it is not w3c approved, but we are doing 
it anyway  :-)
